Q. I completed a university degree that was taught completely in English and I don’t have TOEFL score to submit with my application. Am I still eligible?
A: No. All applicants must submit a TOEFL score results as part of the application. Exceptionally promising candidates with lower scores will still be considered for the Fellowship with a required English language training component.

Q. Is Duolingo English Test or IELTS exam scores accepted in place of TOEFL?
A: No. All applicants must submit a TOEFL score results as part of the application.
Q. Are applicants with a three-year degree and one year diploma/certificate eligible to apply to the Humphrey Program in Afghanistan?
A: No. Applicants must have a three-year degree with at least a one-year master’s degree. Certificates/diplomas in courses are not accepted.
Q. What is the minimum TOEFL score?
A: There is no minimum TOEFL score at the time of application. Exceptionally promising candidates with lower scores will still be considered for the Fellowship with a required English language training component.
Q. In the guidelines it says reference letters must be submitted, but in the application form is states recommendations are requested. Which one should I submit?
A: Both are the same. You should submit recommendation letters.
Q. Can I submit my expired TOEFL scores?
A: Yes, but the expiry date must not be older than July 31, 2020.
